According to § 4 of the federal constitutional law about the national anthem of the Russian Federation:
The national anthem of the Russian Federation is broadcast by state television and radio companies: daily - before the beginning of and at the end of their broadcast - at 6 hours and at 24 hours local time; on New Years Eve - the broadcast will be followed by the chiming of the clock on the Spassky Tower of Moscow’s Kremlin at 24 hours local time.

The Spasa-Na-Krovi Temple in Saint Petersburg - Eastern Orthodox church erected in the memory of the fact that in this exact place, on March 1, 1881, Emperor Alexandr II was mortally wounded in an assassination attempt. The phrase “Na Krovi”, meaning “on blood” in Russian, signifies the blood of the Tsar. The temple was built as a monument to the martyr Tsar on money collected across Russia.
